The date November 2010 refers to when the project was actually awarded: <em>"the NAC commissioned Blackbox Research Pte Ltd in November 2010 to conduct qualitative research"</em>. On when the complete public dissemination report was published, it was in November 2011 as specified on the title page of the report.
